Frank graduated from the University of Tennessee College of Law with honors and passed his Tennessee Bar Exam in 1982. While in law school, Frank served in numerous legal fraternities and served in three editorial capacities on the Tennessee Law Review. Frank published articles in the Tennessee Law Review and co-authored an article for the Public Law Institute Judicial Newsletter. Thereafter, Frank served as a law clerk for Justice Richard L. Jones on the Alabama Supreme Court.

During his clerkship, he passed the Alabama Bar Exam, returned to Florence, and commenced practice with Potts & Young in 1983.. Since that time, Frank has distinguished himself by serving as President of the Southern Union Society of Adventist Attorneys, been a member of the Board of Trustees of Southern Adventist University, and has been a member of and actively participated in the Lauderdale County, Alabama, Tennessee and American Bar Associations.

Frank has served the Alabama State Bar as Secretary, Vice President, and President of the Deskbook Committee, Co-Chairperson of the Alabama Bar Directory, a member of the Young Lawyers Section Executive Committee Taskforce on Legal Education, and an editor for the Alabama Lawyer. Frank has also been involved with numerous other legal committees and task forces with the Alabama State Bar and was Vice-Chairman and President of the Committee on Lawyer Public Relations.

Frank has been active in the Alabama Association for Justice and other trial lawyer organizations and has participated in high-profile cases throughout his career. Frank also has been very active in community charitable organizations and service groups. Frank is a member of the Shoals Area Chamber of Commerce.
